North Shore Update: October 2026

Every month I put together a short report for clients and neighbors across the North Shore. This month's version covers three towns we don't often look at side by side, along with a mortgage-rate jump that changes the math for buyers and a ballot question that could change what gets built in some of our communities. Here's what the numbers say, and what I'd do with them.
Mortgage Rates Hit 7.40%, the Highest Since 2022
|
30-Yr Fixed
7.40%
up from 7.28%
|
15-Yr Fixed
6.73%
up from 6.60%
|
5/1 ARM
6.45%
down from 6.76%

The 30-year fixed rate has climbed for several straight weeks. It crossed 7% on September 24 for the first time since January 2025, reached 7.28% on October 1, and hit 7.40% on October 8. A year ago it was 6.30%.
Why rates are rising
Mortgage rates track the 10-year Treasury yield far more closely than they track the Federal Reserve. That yield recently reached its highest level since 2002. The Fed's quarter-point hike on September 16 added pressure, but it isn't the main driver. The Fed meets again October 27–28. I won't guess what it will do, and I'd be wary of anyone who claims to know.
What it costs you
On a $600,000 loan, a 7.40% rate works out to about $4,154 a month in principal and interest. At last year's 6.30%, the same loan was about $3,714. That's roughly $440 more every month, and it's why many North Shore buyers are recalculating their budgets this fall.
One thing to notice: the 5/1 ARM moved the other way last week, and it now sits almost a full point below the 30-year fixed. If you plan to move or refinance within five to seven years, ask your lender to quote both. An ARM isn't right for everyone, but it's worth seeing the numbers.
North Shore Home Prices: Newburyport, Gloucester and Middleton
These three towns sit in very different parts of Essex County, and their markets are telling three different stories this fall.
| Metric | Newburyport | Gloucester | Middleton |
|---|---|---|---|
| Median sale price | $936,380 (−14.5%) | $699,537 (−6.7%) | $938,030 (+8.9%) |
| Median days on market | 23 (20 last year) | 26 (27 last year) | 20 (20 last year) |
| Sale-to-list price | 100.7% | 98.2% | 99.8% |
| Sold above list | 43.5% (+5.6 pts) | 36.2% (−1.8 pts) | 38.3% (−23 pts) |
| Listings with price cuts | 23.3% (−7.7 pts) | 34.0% (+1.1 pts) | 27.5% (+15.3 pts) |
Newburyport: lower median, stronger demand
At first glance, a 14.5% drop in Newburyport's median looks alarming. It isn't. Price per square foot rose 20.9% over the same period, which tells me more smaller homes and condos sold, pulling the median down. Values didn't fall. More homes sold over asking than last year, and fewer sellers had to cut their price.
- Buyers: well-priced homes still draw competition. Have your pre-approval and down payment documented before you tour.
- Sellers: pricing close to the market is working. Fewer price cuts this year means buyers are accepting realistic list prices.
Gloucester: the most negotiable of the three
Gloucester shows the same pattern of a lower median alongside higher price per square foot (up 10.9%). The difference is negotiation. The typical Gloucester home sold for about 98% of its list price, and roughly one in three listings had a price reduction.
- Buyers: homes that have been on the market a few weeks may have real room on price or terms.
- Sellers: getting the price right on day one saves you from becoming one of the reductions.
Middleton: prices up, bidding wars cooling
Middleton is the only one of the three where the median rose, up 8.9%. But the share of homes selling above asking fell by 23 points from a year ago, and price reductions rose by 15 points. Values are holding; buyer patience with stretch pricing is not.
- Buyers: you'll find far fewer bidding wars than a year ago, so you have more say on inspection and closing terms.
- Sellers: your home has likely gained value, but list where recent sales support it, not above.
The Essex County picture
Countywide, 529 single-family homes sold in July at a median of $805,000, up 1.9% from a year earlier, according to the Massachusetts Association of REALTORS®. Inventory fell 11.3% to 717 homes. Even with higher rates, supply across Essex County remains tight, which is the main reason prices haven't dropped the way some national headlines suggest. If you'd like current MLS inventory for your own town, send me a note and I'll pull it.
Question 7: What the "Starter Home" Ballot Question Would Do
Massachusetts voters will decide nine statewide ballot questions on November 3, 2026. One of them, Question 7, deals directly with housing.
According to the official summary from the Secretary of the Commonwealth, Question 7 would allow a single-family home to be built on any residentially zoned lot that has:
- at least 5,000 square feet of land,
- at least 50 feet of frontage on a street or public way, and
- access to public sewer and water.
Cities and towns could still reasonably regulate height, setbacks, open space, parking and short-term rentals for those homes. The state's Executive Office of Housing and Livable Communities could issue guidance and regulations to carry it out.
What it could mean on the North Shore
Many North Shore communities require residential lots well above 5,000 square feet. Supporters say a yes vote would open the door to smaller, more affordable homes for first-time buyers and downsizers. Opponents say it takes zoning decisions away from local boards and residents. Because the rule applies only where public sewer and water exist, its effect would vary widely: potentially more in the sewered neighborhoods of our cities, much less in areas that rely on septic systems and private wells.
If you own a larger lot, are thinking about subdividing, or are shopping for land, it's worth reading the full text before you vote. Also worth knowing: the statewide rent control question that drew so much attention will not be on the ballot. The Supreme Judicial Court removed it in June.
Selling This Fall? Your First Two Weeks Set Your Price
At 7.40%, buyers run every listing through a payment calculator before they book a showing. A home priced even slightly high doesn't just lose a few interested buyers. It drops out of their online search filters entirely, and they never see it.
The Gloucester numbers above show what that costs: a third of listings have had to cut their price. In my experience, a reduction three weeks in usually nets less than the right price on day one would have, because by then the listing has lost its "new" status and buyers start wondering what's wrong with it.
Two practical steps:
- Price off homes that actually closed in the last 90 days, not active listings. Asking prices tell you what sellers hope for; closed sales tell you what buyers paid.
- Land inside common search brackets. A home listed at $699,000 shows up for buyers searching up to $700,000. At $710,000, it disappears for all of them.

Frequently Asked Questions
What is the current 30-year mortgage rate in Massachusetts?
Freddie Mac's national average for a 30-year fixed mortgage was 7.40% for the week of October 8, 2026. Massachusetts rates generally track the national average closely, but your rate depends on your credit score, down payment, loan type and lender. Freddie Mac updates its survey every Thursday.
Are home prices falling on the North Shore?
Not across the board. Median sale prices fell in Newburyport and Gloucester over the three months ending August 2026, but price per square foot rose in both, which points to a shift in the mix of homes sold rather than falling values. Middleton's median rose 8.9%, and the Essex County single-family median was up 1.9% in July.
Is it a buyer's or seller's market in Essex County right now?
It's still a low-inventory market that generally favors sellers who price correctly, but buyers have more leverage than they did in the spring. More listings are taking price cuts, and in towns like Gloucester and Middleton, fewer homes are selling above asking.
What is Massachusetts Question 7 on the 2026 ballot?
Question 7 would allow single-family homes on residentially zoned lots of at least 5,000 square feet with at least 50 feet of frontage and access to public sewer and water. Cities and towns could still regulate height, setbacks, open space, parking and short-term rentals. Voters decide on November 3, 2026.
When is the deadline to register to vote in the November 2026 Massachusetts election?
You must be registered by Saturday, October 24, 2026, to vote in the November 3 state election, according to the state's official Information for Voters guide.
